While I agree that being a consultant makes it harder, I would lean into it and make it an advantage.
Align with sales and CS leadership to understand their goals and targets
Share how programming you have built in the past align to those targets
Ask them to partner in building this for the org, as a consultant, this is specifically what you were brought on to do (build and make impact for them)
Find out how the want to participate, you can build it, and do a roll-out plan together
This is what I have seen be very successful in getting alignment, buy-in, partnership.
